The Lean Team With a National Sourcing Mandate

Congruex was founded in 2017 to take advantage of historic demand for digital connectivity. Led by experienced owners and operators, the company has built some of the nation's largest communications infrastructure, serving data centers, hyperscalers, emerging network operators, wireless and wireline carriers, and government and utility customers nationwide. Through engineering, construction, and program management services, Congruex helps customers plan, design, build, test, and energize digital infrastructure at scale. For customers modernizing legacy infrastructure, Congruex also delivers specialized network modernization services that reclaim legacy assets and enable next-generation deployment.

The company operates with national scale, local execution, and an operator-led mindset, serving as a strategic partner to clients rather than a contractor. Flexible delivery models range from standalone services to fully integrated end-to-end solutions, and resources are organized to execute against each customer's unique priorities. That same operator-led mindset shapes how Congruex thinks about its own internal functions, particularly procurement.

When the Senior Vice President of Operational Finance, Procurement, and Supply Chain stepped into the role, the mandate was clear. Procurement needed to operate as the engine for transformation, capturing margin and driving consistency across a national footprint without expanding the team. With three core procurement professionals and the SVP, Congruex set out to build a sourcing function that could scale faster than its headcount. The answer was an AI-native platform that has already delivered measurable efficiency gains and a new margin floor for the business.

Key outcomes within the first months on Levelpath:

  • 13 of 15 major categories competitively sourced, with standardized category strategies applied across operating units
  • 100% increase in strategic sourcing across a national footprint, achieved by a lean four-person team
  • Accelerated executive approvals through mobile-enabled workflows, keeping projects moving at the pace of the business

The Procurement Challenge: Decentralized, Manual, and Margin Limiting

Procurement at Congruex was historically decentralized. Operating units handled sourcing on their own, with little process uniformity, widespread credit card use, and large blind spots in spend reporting. Capturing category detail was difficult, and enforcing consistent sourcing practices was harder. Without that foundation, identifying savings opportunities was a manual exercise that did not scale.

The SVP had seen this pattern before. In a previous leadership role, he personally approved more than 18,000 purchase orders in a single year to understand where his company was spending money. That experience shaped the playbook at Congruex: build procurement operations as the foundation first, establish data visibility, and then expand into strategic sourcing.

For a company that competes on margin, the risk of staying in that state was real. Sourcing initiatives would be undercut by poor data and fragmented execution. Without a single source of truth, procurement could not credibly demonstrate value to operating units, and operating units had no incentive to route spend through procurement. Congruex needed a process that could scale across its footprint, standardize category strategies, and give leaders confidence in both the numbers and the operational discipline behind them.

Why an AI-Native Platform Was the Right Choice

The decision to choose Levelpath came down to four criteria: ease of implementation, a user-friendly interface, robust customization, and a long-term partnership orientation. Levelpath stood out for its intuitive design and AI-native architecture, qualities that mattered for a team that would need to drive adoption across multiple operating units without dedicated change-management resources.

What sealed the decision was the platform's AI capabilities. The team saw that AI could absorb the manual work of bid comparison, contract review, and supplier analysis, freeing the lean procurement team to focus on strategy. Just as important, AI could enable business units to self-serve. The SVP wanted operating units to take ownership of their sourcing timelines without waiting on corporate procurement, and an AI-native platform was the only credible path to that outcome. The team went live on Levelpath in seven days.

Operationalizing Procurement Across Operating Units

Rolling out Levelpath across Congruex's operating units required discipline and respect for the rhythms of the business. The procurement team sequenced implementations one operating unit at a time, deliberately avoiding peak construction seasons so change management aligned with operational realities rather than fighting them.

Training was delivered directly by the procurement and accounts payable leadership team, with regular office hours for ongoing questions. Operating units received hands-on guidance during adoption rather than impersonal documentation. To free the core team for governance and process improvement, a third-party firm was added to focus exclusively on running bids. The result was a balanced model: procurement gained throughput and scale, operating units gained visibility and support. Today, rollout is nearly complete, with only a handful of business units remaining.

"The AI features within Levelpath allow business units, without corporate procurement involvement, to ask questions through the AI Assistant and develop their own RFPs. And by doing that, they take ownership. The operating units completely control their timeline, so they are not waiting on anyone."

AI-Powered Sourcing at Scale

Artificial intelligence is central to Congruex's sourcing transformation. Levelpath's AI-native tools allow the procurement team to compare supplier responses side by side, identify pricing differences, and analyze bids at a scale that manual processes simply could not support, especially with a small team.

A catalog of 650 items, expanded into more than 4,000 bid scenarios, gave the procurement team the foundation to run structured RFPs across multiple categories. Construction supplies, fiber optic cable, and subcontractor services were among the first areas targeted. With AI-enabled comparisons, the team quickly identified opportunities for savings and standardization that would have required months of manual analysis in a previous toolset.

"I believe one of the most powerful parts of the tool is the comparison of the responses with advanced analytics and an AI native platform. Simply create thoughtful queries and the AI Assistant scours the documents and provides the answer."
SVP, Congruex

AI is not just accelerating sourcing at Congruex. It is enabling smarter decisions. The platform streamlines RFP question design, recommends negotiation strategies, and reduces unnecessary bid items, embedding intelligence into every stage of the process. The result is competitive sourcing without expanded headcount, exactly what the SVP set out to achieve. Over time, Congruex expects to apply AI across every sourcing flow, creating both speed and sophistication in procurement operations.

Turning the Supplier Base Into a Strategic Asset

If one moment captured the value of an AI-native approach for Congruex, it was supplier enrichment. The procurement team uploaded its existing supplier base into Levelpath on day one. From there, the platform's AI took over.

"The big wow moment with Levelpath was the supplier enrichment process. Using AI, Levelpath took our existing supplier base database, which we were able to upload on day one, and completed the enrichment process. This process gave us competitors, provided category stratification, and allowed us to look at not only who we have been doing business with, but also opened a more competitive subset of vendors."
SVP, Congruex

That enrichment process did more than tidy up a supplier list. It surfaced competitors, stratified suppliers by category, and revealed a broader competitive subset of vendors that Congruex could engage. The procurement team gained the ability to think about its vendor base as a strategic asset rather than a static record, and to bring competitive pressure into categories that had previously been single-supplier by default.

Contract Management and Mobile-First Workflows

Beyond sourcing, Congruex needed a faster way to evaluate supplier contracts and negotiate at the pace of the business. Traditional contract comparison meant pulling files, routing them through legal, and slowing decision-making. The AI Assistant changed that dynamic.

"We were able to ask the AI Assistant a question, review those contracts, pull out the key terms, and negotiate on the fly. Levelpath's AI Assistant and contract management gave us recommendations we were able to use in negotiations."
SVP, Congruex

The ability to act quickly does more than support better supplier management. It helps Congruex capture savings opportunities that would otherwise be missed in slow review cycles. Combined with mobile access, the impact extends directly into the field. Leaders no longer have to wait until they are back at their desks to review bids or approve projects. Procurement workflows continue uninterrupted, and sourcing decisions move at the pace the business demands.

"Using the Levelpath mobile app, I can review projects, including spreadsheets, and approve items without delay. Utilizing the mobile capability gives me access anytime it is needed."
SVP, Congruex

Resilience and Margin Protection in a Volatile Market

The impact of the sourcing transformation extends well beyond efficiency gains. Congruex has used Levelpath to protect against external pressures, locking in negotiated pricing at strategic moments to offset tariff increases and keep costs below original thresholds.

Procurement has also adapted to the realities of how suppliers engage. Some vendors face IT restrictions that block them from accessing RFP portals or clicking external links. Rather than lose those vendors to a tool limitation, the procurement team uploads supplier responses directly into Levelpath, ensuring no competitive opportunity is missed.

The platform's line-by-line tracking and validation also build confidence in reported results. Rather than relying on avoidance-based savings figures, Congruex ties savings directly to volumes and cost of goods sold. That creates a financial picture that withstands scrutiny, supports executive trust, and reinforces procurement as a credible business partner.

Results: A Procurement Engine That Scales

Early results show how quickly Congruex is scaling. Within months of launching Levelpath, 13 of 15 major categories had been bid competitively, with standardized category strategies applied across operating units. Strategic sourcing throughput has doubled, with a 100% increase delivered by the four-person team. Supplier bid participation is up 75%. Categories bid competitively reached 87%. Unit cost reductions across sourced categories range from 30% to 50%.

None of these outcomes required adding procurement headcount. Adoption has been driven by ease of use, mobile access, and the visible value AI delivers in day-to-day work. Each operating unit that comes online raises the bar for the next, because the playbook is now proven inside the company.

Looking Ahead: Subcontractor Sourcing and Beyond

Congruex's procurement transformation is still unfolding. With most operating units live in Levelpath, the team is preparing for its next milestone: subcontractor sourcing. As a general contractor, Congruex depends on a blend of self-perform and subcontractor labor. Moving subcontractor spend into Levelpath will formalize proposals, ensure accountability, and create rate consistency across projects.

Looking further out, the goal is to expand these competitive advantages across every operating unit and every category. By embedding AI into every sourcing flow, from quick bids to complex RFPs, Congruex is building a procurement hub that balances speed, intelligence, and scale with a lean team. With strong adoption, AI-native tools, and a clear executive mandate, Congruex is positioned to drive margin improvement across its billion-dollar business. By operationalizing procurement, expanding into subcontractor sourcing, and applying AI for both savings and speed, the company is proving that procurement can be both the engine and the competitive edge.
